"This circular has confused a lot of prospective Corps members since its appearance online, the fact is that, the information above is for a particular institution who is trying to pass an information to their students. It does not concern you if the logo above is not for your institution".

In other words, if you don’t belong to that school, you have no business with that information.
The logo and the invisible signature is not from the NYSC management therefore you should all ignore it.
