BEING THE COMMUNIQUÉ OF NATIONAL ASSOCIATION OF POLYTECHNIC STUDENTS (NAPS) EXTRAL ORDINARY TELECONFERENCE SENATE MEETING HELD BETWEEN 23RD - 25TH APRIL, 2020 AT THE OFFICIAL NAPS SENATE WHATSAPP PLATFORM



INTRODUCTION:

NAPS is the umbrella body for all Polytechnics, Monotechnics, Colleges of Technologies and other Allied Institution awarding National and higher national diploma across the six geopolitical zones of the federation.


This association which is the second largest student movement in  Africa continent, with the conglomeration of all SUG presidents as SENATORS, forming the senate assembly with over 2.1 million armless battalion Nigerian students membership strength, has been in the vanguard of campaign for equity, justice and good governance, free and qualitative education for over two decades.


As an association, part of her responsibility include promoting unity, leadership and
development at all levels of our tertiary institutions as our cardinal objectives include projecting, promoting and protecting the legitimate rights of the students.



By partnership with Government agencies and the private sector, we do organize orientation programmes, advocacy and capacity building, and when it is necessary, we do constructive agitations for the overall development of Nigerian Students and education system.



The contribution of our noble association in bringing about our nascent democracy cannot be over emphasized.



NAPS is an affiliate of the International Students’ Union (ISU), All African Students’ Union (AASU), west African student union (WASU), West African Polytechnic Student Union WAPSU, National Association of Nigerian Students (NANS) and has a CONSULTATIVE working relationship with UNESCO, UNICEF and ECOWAS.



PREAMBLE:

The NAPS Senate is the legislative arm of NAPS which is the Custodian of all Students Union Government President in Nigeria. Senate Arm of NAPS has right to promulgate and enact law which is binding on all Nigerian Polytechnic and Monotechnics Students.


The Teleconference Senate meeting of NAPS was well attended by majority senators across the six geopolitical zone of the federation. After extensive deliberation, the Senate had the following as resolutions.



STATE OF NATION:

The NAPS Senate commends the President Muhammad Buhari led Administration on her effort and holistic measures put in place in fighting the dreaded Corona Virus as led by presidential task force on Covid-19 Mr. Boss Mustapha the Secretary to the Government of the Federation, call for immediate inclusion of student representatives into the PTF team to expand her capacity and delivery following coordination of all thus far including palliatives without appropriate plan for vulnerable students accross the country.



The NAPS Senate condole with the Presidency and family of Late, Mallam Abba Kyari the Chief of Staff to MR President. Pray Allah grant him eternal rest and fortitude to all left behind to bear the irreparable lost.



NAPS Senate sympathise with Gov Abdullahi Umar Ganduje and Government of Kano state of the lost of about 150 citizens to yet unknown disease, charge FG to support the state to unravel the mystery behind the deadly disease claiming lives as well appeal for immediate grant of requested fund to combat rising Covid-19 cases in the state considering the geographical location of the state sharing boarder with other neighbouring nations and Her economic importance to Nigeria survival.



The NAPS Senate called on government at all level to as matter of necessity make proper provisions for palliatives to her citizens including students as they extends  lockdown orders.



NAPS senate commend Inspector General of Police IGP and Nigeria Police Force for immediate dismissal of two officers who involved in human rights violation, intimidation and harassment of innocent woman in Osun State, call for prohibition of use of live ammunition during enforcement of Lockdown order to avert further extral judicial killings by overzealous trigger Happy officer of the force who waste innocent citizens lives all in the name of Lockdown enforcement duty.



NAPS senate commend Chief of Army Staff for his permanent relocation from Abuja to battle field in maiduguri, expressed satisfaction on Nigeria Army and other forces on their recent productive engagement of Boko Haram Terrorist in the Northern Region which had made the leader of deadly sect Abubakar Shekau to cry pity, the NAPS Senate also warn FG to stop with immediate effect any form of Amnesty for the sect members either repentant, ready to repent or unrepentant.



NAPS senate pass vote of confidence on Dr. Chikwe Ihekweazu, DG Nigeria Center For Disease Control NCDC for his relentless effort and show of commitment during this trying time to defend Nigerians against the biological enemy of humanity code name Covid-19, expressed satisfaction in The agency management of the pandemic thus far as well demands Establishment of Molecular Test Laboratories in all states of the federation including all Teaching Hospitals to expand our Nation testing capacity towards defeating the pandemic. Also call on Nigerians to give more support to the agency by following all the infection prevention guidelines established by the agency.



STATE OF CAMPUS:


The Senate of NAPS commiserate with the management and students of Federal Polytechnic Mubi Adamawa state over the death of her Dean Students Affaires, Mr R.O Apapa and prays God gives the management, students and families of the deceased the fortitude to bear the lost.


The NAPS Senate acknowledged the fact that the students are at home as a result of the Covid19 pandemic, calls on the government to make provision for E- Learning facilities for academic activities to resume as proposed by Federal Ministry of Education.


The NAPS Senate approved the proposed NAPS pageantry and  payment of NAPS dues of #200 by all students of Polytechnics, Monotechnics and colleges of technologies across the six geopolitical zones of the federation as post Covid-19 sustainable plan for the association, with a plan that registered students who paid the NAPS dues will be entitled to NAPS Membership ID card which shall qualifies them for some discounts services such as transportation and others.



The Senate also resolved that part of the NAPS dues will be used in executing NAPS intervention projects in various institutions annually.



STATE OF NAPS:


The state of NAPS was presented by the Executive President of NAPS Comrade Adekanbi Sunday Asuku of Kaduna Polytechnic Kaduna state who gave report of activities and interventions of NAPS under his leadership as Executive President since assumption of office ranging from struggle on  Suspension of SUG in Edo state Polytechnic Usen, Strugle on alleged increments of tuition fee at Federal Polytechnic Ado-Ekiti and Rufus Giwa Polytechnic Ogun state, non implementation of FEC repeated approved white paper on HND Dichotomy by Head of Service of The Federation, Struggle on Suspension of SUG at Federal Polytechnic Ado-Ekiti, Struggle on Unjust Killings of Nigerian Students by the SARS operatives, Agitation on  the killings of Nigeria citizens by the dreaded Boko haram and Nigeria Security and Service Chief Saga, Pro Active Action on impersonation of NAPS Executive President by some unscrupulous element, And The role played on the long ASUP strike of Federal Polytechnic Bida among others he had attended to as President of NAPS.
The president further expresses the need to ensure bye election is conducted as soon as the pandemic is over  into other vacant offices to enhance the performance of their administration, the office of P.R.O, Vice President National Affairs, Treasurer and Director of Sports are the vacant seats needed to be filled.



After considering the president report of activities, deliberations ensued by the Senate assembly and resolutions are as follows;


- Allegation of tuition fee increment by the management of Federal Polytechnic Ado-Ekiti and Rufus Giwa Polytechnic Ogun state should be looked into critical and the true state of things must be validate as no increase should be welcome at this time.


- Edo State Polytechnic Usen and Federal Polytechnic Ado-Ekiti managements should be engage to unsure immediate commencement of election to usher new administration of elected SUG on resumption.


- Federal Government is charged to direct office of Head of service to the federation as  matter of urgency issued implementation circular on FEC repeated approved White papers put an end the long dichotomy between the HND and BSC graduates in the civil service.


- The senate commend the NAPS National President Comr Asuku Sunday on his doggedness and dedication to service of Nigerian Polytechnic Students.
